When it is unconstitutional to impose a ‘law to tax’ in the form of a penalty, it must be equally accepted as unconstitutional to impose a ‘law to regulate’ that is clearly an intent to tax. When law is clearly established in violation of the Constitution of the United States, placing its citizen’s lives in jeopardy, and having unreasonably large fines; these laws must be viewed as a means of taxation. They do not lose their character as taxes because of the incidental motive. It is clearly defined in federal reports that the practice of split speed laws are detrimental to public safety, and in so establishing such laws they clearly become a means of taxation.

Constitutional rights
Rights given or reserved to the people by the U.S. Constitution, and in particular, the Bill of Rights (first ten amendments). These rights include: writ of habeas corpus, no bill of attainder, no duties or taxes on transporting goods from one state to another (Article I, Section 9); jury trials (Article III, Section 1); freedom of religion, speech, press (which includes all media), assembly and petition (First Amendment); state militia to bear arms (Second Amendment); no quartering of troops in homes (Third Amendment); no unreasonable search and seizure (Fourth Amendment); major ("capital and infamous") crimes require indictment, no double jeopardy (more than one prosecution) for the same crime, no self-incrimination, right to due process, right to just compensation for property taken by eminent domain (Fifth Amendment); in criminal law, right to a speedy trial, to confront witnesses against one, and to counsel (Sixth Amendment); trial by jury (Seventh Amendment); right to bail, no excessive fines, and no cruel and unusual punishments (Eighth Amendment); unremunerated rights are reserved to the people (Ninth Amendment); equal protection of the laws (14th Amendment); no racial bars to voting (15th Amendment); no sex bar to voting (19th Amendment); and no poll tax (24th Amendment).
 

Civil rights
Those rights guaranteed by the Bill of Rights, the 13th and 14th Amendments to the Constitution, including the right to due process, equal treatment under the law of all people regarding enjoyment of life, liberty, property, and protection. Positive civil rights include the right to vote, the opportunity to enjoy the benefits of a democratic society, such as equal access to public schools, recreation, transportation, public facilities, and housing, and equal and fair treatment by  law enforcement and the courts.

he requirement, also called the Miranda rule, set by the U.S. Supreme Court in Miranda v. Arizona (1966) that prior to the time of arrest and any interrogation of a person suspected of a crime, he/she must be told that he/she has: the right to remain silent, the right to legal counsel, and the right to be told that anything he/she says can be used in court against him/her. The warnings are known as Miranda rights or just "rights." Further, if the accused person confesses to the authorities, the prosecution must prove to the judge that the defendant was informed of these rights and knowingly waived them, before the confession can be introduced in the defendant's criminal trial. The Miranda rule supposedly prevents self-incrimination in violation of the Fifth Amendment to the U.S. Constitution.
 

There was a time, before about 1940, when nearly every American citizen knew exactly what Rule of Law indicated. And, they often demanded strict enforcement. You should be very familiar with the term, too. It pertains to something very precious to you: Your freedom. And today, we're desperately in need of a resurgence in good old fashioned freedom from government restraints.

One old political dictionary defines Rule of Law as "an Anglo-American concept that emphasizes the supremacy of the law and restricts the discretionary power of public officials. The Rule of Law particularly stresses the protection of individual rights from the arbitrary interference of officials." In other words, when applied correctly, it protects your personal freedom. Not the group rights the liberals and establishment media try to push, but our individual rights and liberties.

In The Road to Serfdom, Professor of Economics and Nobel laureate F. A. Hayek says of the Rule of Law: ". . . this means that government in all its actions is bound by rules fixed and announced beforehand -- rules which make it possible to foresee with fair certainty how the authority will use its coercive powers in given circumstances and to plan one's individual affairs on the basis of this knowledge."

Now do you see why we need to know more about the Rule of Law?

Our Constitution Says
 

The so-called 16th Amendment legalizing income tax was most probably never fully ratified and therefore does not exist. But even if it does, two Supreme Court cases ruled it moot. The 16th Amendment is nothing more than double talk. The IRS operates on 90 percent bluff. But that is only the first part. 3

In addition, there is no law that requires you to pay income tax if you are a United States citizen living and working in the United States. (Employment by the federal government may be an exception.)5

Recently I learned that it is most probable that the IRS has no legal authority to enforce. That really put those crooks in the dictator's throne.6

Now consider this: With no law to enforce, without warrant or even notice, heavily armed IRS swat teams break, enter, seize, terrify, abduct and jail. They leave families economically destitute. To add insult to injury, judges enforce a law that does not exist and put citizens in prison.

Folks, this is the very reason people left the old country and came to America. For that same reason they created the United States of America. The IRS is brazenly violating our Constitution and its inherent Bill of Rights as though it did not exist. Think about that for awhile. 6
